Theodosius (AD 347 – 395). Emperor (r. 379–395). Married Aelia Flaccilla around AD 376. Married Galla around AD 387. Last to rule a united empire. Born in Hispania, son of the general Theodosius the Elder, he rose through the army and held his own command against the Sarmatians before Gratian summoned him to salvage the East after the disaster at Adrianople. Unable to expel the Goths, he settled them south of the Danube in 382 as autonomous allies – peace on uncomfortable terms – and in 386 partitioned Armenia with Persia in a durable treaty. A firm Nicene Christian, he convened the First Council of Constantinople in 381, confirming that creed as orthodoxy and condemning Arianism. He beautified his capital, expanding the Forum Tauri into the largest public square antiquity knew, and twice marched west to crush the usurpers Magnus Maximus and Eugenius – the second victory made him, briefly, master of the whole Roman world.
