Tiberius (AD 535 – 582). Emperor (r. 574–582). Married Ino. No blood relation to the dynasty; adopted as son and heir by Justin II; father of Constantina. A Thracian who rose through the palace as a notary and then commander of the excubitors, he fought the Avars on the Danube – victorious in Thrace in 570, then barely escaping with his life from a defeat soon after. When Justin II’s mind gave way in 574, the empress Sophia turned to Tiberius to run the empire, and as caesar he took the added name Constantine. He opened the treasury his predecessor had hoarded: lavish gifts, remitted tax arrears, a quarter cut in taxes for four years, and the repeal of Justinian’s levies on wine and bread. By paying the Avars to hold the Danube he freed troops for the Persian front, and the reinforcements he sent to Italy saved Rome from the Lombards.
