Eldest concern of the Horae, the daughters Zeus fathered on Themis, Eunomia embodies lawfulness — the good order that lets cities flourish and fields be worked in peace. With her sisters Dike and Eirene she tends the seasons and the works of mortals, and poets from Hesiod to Pindar invoked her as the quiet foundation beneath every well-governed town.
